TOURNAMENT RULES |

TSSAA RULES
The TSSAA basketball handbook will be used for all rules not specified on this rule sheet.
GYM DIRECTOR / TOURNAMENT DIRECTOR
The gym director has the authority to make decisions that are in the best interest of the tournament. Please direct all questions or concerns to the gym director. All protests must be directed to the gym director. The gym directors will work along side the tournament director to ensure the success of the tournament.
HEAD COACH’S RESPONSIBILITY
The head coach is ultimately responsible for the conduct and behavior of his/her team, assistant coaches, and fans.
TEAM ROSTERS
Team rosters are due at registration.
GAME STARTING TIME / DRESSING ROOMS
All teams should be at their game site at least 30 minutes prior to their start time. Dressing rooms will NOT be provided so players should show up ready to play.
UNIFORMS
All teams should have both a light and dark uniform and should bring both to each game. The home team will wear white (or light) colored uniforms while visitors will wear dark uniforms. Home team will be the first team listed on the schedule which will be posted at the scorers table. Also, the home team will be the official scorebook.
BENCH PERSONNEL
The only people allowed on the bench are the players, head coach, and 2 other non-players (assistant coach(es), scorekeeper, etc). All of these individuals should be included on the team roster.
GAME TIMES
Each game will consist of two 18 minute halves with a running clock. The clock will stop the last two minutes of the each half. Overtimes will be an additional two minutes with the clock stopping for all dead balls. Double overtimes, if necessary, will be sudden death in which the first team to score will be the winner.
WARM-UPS & HALFTIME
Teams will be given 3 minutes for warm-ups and 3 minutes for halftime. These times will be shortened if games are behind schedule.
TIME OUTS
Each team will be allowed two 60 second (full) time outs and two 30-second time outs. One additional full time out will be allowed for overtime.
MERCY RULE
If a team leads by 20 or more points, they may not apply back court pressure and the clock will only stop for time outs.
WARM-UP BALLS
All teams are responsible for their own warm-up balls. Be sure to properly put away these balls during game play.
BASKETBALL SIZE
All boys 11 and under (5th grade) and all girls teams will use the 28.5 inch basketball. All boys 12 and up (6th grade) will use the 29.5 inch basketball. Any boys 11 and under can use 29.5 ball if both coaches agree before game.
BENCH DECORUM
Only the head coach is allowed to address officials. All other coaches and players must be seated. Any coach that receives a technical foul must remain seated the remainder of the game. Also, teams should clean their bench area immediately after the game.
FORFEITS
All forfeits are subject to review by the Gym Director, and may result in the offending team being declared ineligible for any future tournament play.
EJECTIONS
First Ejection - For coaches other bench personnel or players, the first occurrence of an ejection by a referee results in the suspension for the game and removal from the gymnasium. The ejected individual is not permitted in the gymnasium for the remainder of the game and the game will not resume until the ejected party has left the gymnasium
Second Ejection – If an individual is ejected a second time they will be suspended from the remainder of the tournament.
PARENT/SPECTATOR BEHAVIOR
Parents and spectators will be held to the same requirements as listed above for coaches and players.
TOBACCO PRODUCTS
No use of tobacco products of any kind will be permitted within the gymnasiums at the tournament sites.
AGE GROUP CONSOLIDATIONS
In the event that we do not have 4 teams in a particular age group, we will allow teams to play up into an older division. We will do our best to let teams know if this is necessary before the start of the tournament, but this is not always possible.
Proof of Player Eligibility
Proof of player eligibility is the responsibility of the team manager or coach. Tournament officials will not check eligibility prior to events. However, a coach must be able to document grade and/or age eligibility in the event of a challenge by another team or by tournament officials prior to or any time during an event.
Documentation Required For Eligibility
As a condition of participation, all boys and girls teams are required to have grade documentation available for each player for review at any time during an event. Proof of grade and age must be available for review, for tournament representatives. Failure to have such information available at the event may result in player ineligibility, game forfeiture, and/or team removal from the event.
Acceptable Forms of Documentation
Acceptable proofs of grade include a clean copy of any report card of the current or immediately preceding school year, progress report for current school year, current school ID or a birth certificate.
Who Can Protest Player Eligibility
Protests can be submitted only by a coach or manager of a team participating in the same division as the team with the player(s) whose eligibility is being challenged. For a team to submit a Protest, the team must demonstrate to the Gym Director that the protesting team has eligibility documentation for its players available for review by the Gym Director. A team is not allowed to protest the eligibility of a player from another team without having the eligibility documentation for its players.
When Can Protest Be Made
Any team wishing to protest the roster of an opposing team must do so before the end of halftime or the beginning of the second half. Also, any team that protests roster of another team must be prepared to show age/grade documentation of their own team as well. Any team found violating the age qualification will be forced to forfeit the game and will have to remove ineligible players from the roster before participating in another game.
How to File Protest
All protests must be accompanied by the Protest Fee of $50 cash for each player challenged. The Protest Fee is refundable only if the matter is ruled in the favor of the protesting party. If the Protest is not upheld, the Protest Fee is forfeited.
Protest Upheld
If a player is ruled ineligible, the player will be prohibited from participating in remaining games of the event. No prior games will be forfeited as teams participating in prior games will have waived their protest opportunity by failing to timely submit a Protest. The team will be allowed to continue to participate in the event without the ineligible player(s).
Player Reinstatement
If a player is ruled ineligible for the sole reason that the team did not have any eligibility documentation for the player, the player can subsequently be ruled eligible if such documentation is later provided. The reinstatement is for competition subsequent to the documentation being provided and no prior action will be modified or set aside.
